Do owners’ rights pass to guests or can condo ban their pets, demand parking fees, etc?

Question: We’ve had some differences of opinion about whether the rights of an owner (as delineated in the condominium documents) pass through to the guests of an owner. For instance, our condo documents allow for the parking of two vehicles for each owner, and our association charges a fee to park the guests of an owner. Is that legal?

Additionally, the condo documents allow an owner to possess up to two dogs with breed restrictions. However, the condominium has placed weight restrictions and fees on guest’s pets and other owners believe that guests’ pets (including Emotional Support Animals) should not allowed, as owner’s rights do not apply or pass down to guests of owners.
