Stuart’s Under-$7,500 Permit Exemption Excludes Roofing

A roof quote below $7,500 does not qualify for Stuart’s new small-project permit exemption merely because of its price. The city’s explanation explicitly lists roofing among the excluded work.

Effective July 1, 2026, the limited exemption described by the city concerns certain nonstructural single-family projects costing less than $7,500, including labor and materials. It excludes electrical, plumbing, mechanical, gas and structural work, including roofing. Projects in flood zones are also excluded under the city’s stated conditions.

Even eligible work requires an exemption request before proceeding. Applicants must upload the request, work documentation and a signed contract with an itemized cost breakdown through the building application portal. Dividing a larger project into smaller contracts does not qualify it…
