FORT PIERCE – A city bidding process that’s led to a city manager’s arrest, a state ethics probe of a city planner and a recent protest by Little Jim’s lease bidders is being revamped.
City Manager Richard Chess said Monday a review of the municipal procurement process was the first project he initiated after becoming Fort Pierce’s top administrator in April.
