Oregon Man Named ‘Loony Toon’ Gets 20 Years After High-Speed Chase, Police Shootout

An Oregon man with the legal name Loony Toon will spend the next two decades in prison after pleading guilty to firing a gun at police officers during a high-speed chase last summer.

Loony John Franklin Kolb Toon, 43, entered his plea on Thursday, May 28, in Clackamas County Circuit Court. According to a press release from the Clackamas County District Attorney’s Office, Toon pleaded guilty to four counts of attempted first-degree assault with a firearm, unlawful use of a firearm, felon in possession of a firearm, and second-degree escape. He was immediately sentenced to 20 years in prison.

The charges stem from an incident on June 20, 2025, when prosecutors say Toon opened fire on three Milwaukie, Oregon, police officers during a traffic stop and subsequent pursuit.
