PORTLAND, Ore. — A property in Southeast Portland is at the center of a growing neighborhood dispute, as some neighbors allege that homeless people, aggressive dogs, noise and piles of garbage have made their lives miserable — and their calls for help are falling on deaf ears, they say.
The neighborhood is located just east of Southeast McLoughlin Boulevard at Sellwood between the Springwater Corridor Trail and Southeast Tacoma Street.
