PORTLAND Ore. (KPTV) – Portland residents began seeing a new charge on city utility bills July 1, 2026, as the city added the Flood Safety Benefit Fee to help fund regional flood safety infrastructure managed by the Urban Flood Safety and Water Quality District.
For a single-family home, the fee is $3.60 on a typical 90-day quarterly bill, or about $1.20 per month.
“The Flood Safety Benefit Fee helps fund flood safety infrastructure managed by the Urban Flood Safety & Water Quality District,” said Brandon Zero with the Portland Water Bureau in a statement to FOX 12. “We recognize that any increase in costs can cause financial hardship. Customers enrolled in financial assistance will pay $1.80 for a typical 90-day quarterly bill, or about $0.60 per month, which is half of the standard Flood Safety Benefit Fee amount.”…
