PORTLAND, Ore. (KOIN) — The next phase of restoring public access to Willamette Falls is moving forward thanks to a new design plan, Oregon City officials said on Thursday.
This is a long-planned redevelopment of the former Blue Heron Paper Mill along the Willamette River. The 23-acre property was acquired by The Confederated Tribes of Grand Ronde in 2019, and phase one of the development focused on cleanup and environmental restoration.
The project, which broke ground in May 2026, aims to turn the vacant industrial site into a mixed-use public and cultural space.
