After years of lobbying, a tenacious group of local activists has finally convinced the Portland City Council to propose a ban on gas leaf blowers. But the activists say that a draft ordinance, co-written by the city and Multnomah County, is too weak because the start dates are too far out and the enforcement has no teeth.
