PORTLAND, Ore. – Family and friends gathered to pay tribute to a brother and sister who were killed in last month’s ice storm, when a live power line came down in Northeast Portland killing them, along with the sister’s boyfriend. The lone survivor was a 9-month-old boy who lost both of his parents.
