PORTLAND, Ore. (KATU) – Just off of Northeast 148th and Couch Street, Portland police served a warrant Tuesday after neighbors complained about open drug use and two recent shootings at a nearby encampment. Portland police say they contacted and trespassed 30 people. They arrested 12 people on active warrants.
