PORTLAND, Ore. ( KOIN ) — Thursday marked the first update from the unified command of the tri-government 15 days after the City of Portland, Multnomah County and the State of Oregon declared a joint emergency declaration for fentanyl.
The 90-day emergency declaration focused on Portland’s city center has left critics — including county commissioners — wanting more urgent action.

The unified command’s update to the county explained what has been done so far during a meeting in Northeast Portland.
Abbey Stamp, the county’s policy lead, said key staff — including herself — have been brought on. Tech has also been set up at the state building in the Lloyd Center to host the unified command team. They’ve been working to develop a mission statement, objectives, goals and metrics to go by. They’ve also heard briefings from law enforcement agencies, health officers, the Joint Office of Homeless Services and other groups focusing on outreach.
