Grand jury clears Portland officers for fatal shooting

On Thursday, a Multnomah County grand jury found that the use of force by four Portland Police Bureau officers in a May fatal shooting was justified.

The grand jury returned a not true bill, meaning the officers’ use of deadly force “was not criminal under Oregon law,” the Multnomah County District Attorney’s Office said.

Officers Sebestian Precup, Dewey Madison, Justin Thurman and Jake Ramsey were the four involved in the death of Richard Shawn Perez, 45, earlier this year.

At approximately 5:15 p.m. Monday, May 6, the Portland Police Bureau’s Special Emergency Reaction Team served a search warrant in the 100 block of Southeast 124th Avenue in connection to a Major Crimes Unit investigation.

Around 6:30 p.m., an adult male fired at officers and officers returned fire, striking the suspect.

Lifesaving measures were started immediately, but the suspect was declared dead within 5 minutes of the shooting.

None of the officers were injured and all four were placed on paid administrative leave, which is standard protocol following an officer-involved shooting.
