WASHINGTON COUNTY, Ore. (KPTV) – The Washington County Sheriff’s Office is asking for the public’s help locating a missing woman. Penelope Stanley, 79, was last seen in Portland on Monday, Sept. 23, at about 1 p.m. The sheriff’s office says location services last showed her phone at around 8 p.m. in Estacada.
