HUBBARD, Ore. – On Monday, Troy Harmon was on his way home from work, commuting from Woodburn back to Milwaukie. While on Highway 99E just before 5 p.m., he planned to stop and fuel up at a gas station in Hubbard, and while waiting to make the left turn, another driver slammed into the back of his truck.
