PORTLAND, Ore. (KPTV) – A teenager was arrested with a loaded rifle outside a Portland restaurant on Monday morning, according to the Portland Police Bureau. Police said, at 11:38 a.m., officers responded to a call about a suspect with a black and red rifle outside a restaurant in the 200 block of Northeast 82nd Avenue.
