Portland triple murderer found not guilty by insanity in federal gun case

A federal judge on Tuesday found convicted serial killer Joseph K. Banks not guilty by reason of insanity for illegally possessing a gun in March 2022 as a felon who had previously been committed to a mental institution.

U.S. District Judge Amy Baggio also found Banks violated the conditions of a 2021 federal release order by failing to take his medication while living in a group home in Northeast Portland.

In state court in April, Banks was ordered committed to the state psychiatric hospital for life for killing three man and wounding three others in random attacks in 2022…
