PORTLAND, Ore. (KATU) — A Portland woman is charged with several counts of criminal mistreatment and child neglect following an incident last week in Southeast Portland.
According to court documents, officers responded to reports of a child wandering the streets around 7 p.m. on July 23, at the intersection of 162nd Avenue and Southeast Stark.
