Portland man sentenced after fatally shooting ex-girlfriend in front of relatives

PORTLAND, Ore. (KOIN) — A man who fatally shot his ex-girlfriend in the Parkrose Heights neighborhood, days before Thanksgiving 2023, has been sentenced.

Richard David Simms Jr., who was convicted on charges of first-degree manslaughter, unlawful use of a weapon and felon in possession of a firearm, was sentenced to 29 years in prison on Tuesday.

Simms was not originally identified as a suspect in the death of Nicole Lashawn Davis, which occurred on Nov. 22, 2023. Around 4 p.m. that afternoon, the Portland Police Bureau responded to reports of a shooting outside of an apartment complex in the 11100 block of Northeast Weidler Street.

The Multnomah County District Attorney’s office reported that Simms and Davis were previously in a relationship and living together, but they had recently separated. Her family told officers he punched her and gave her a black eye just two days before the deadly shooting…
