PORTLAND, Ore. — After several months, the city of Portland said it has recovered the $6.7 million in public funds after it was diverted in a fraud scheme. The criminal investigation is still in progress.
Those funds were allocated for the Bull Run Filtration Project, an effort to build a 50-acre water treatment plant that’s been bogged down for years amid skyrocketing costs.
