PORTLAND, Ore. (KOIN) — A proposed administrative rule would make it easier for Portland homeowners to plant young trees.
Officials are considering changing city code to allow property owners to plant new broadleaf trees with a caliper, or trunk diameter, as small as 0.5 inches. The proposal would also permit broadleaf street trees with a diameter of 1.5 inches within all types of zoning, and 3-foot-tall coniferous trees.

According to Urban Forestry, current code requires property owners to plant a 1.5-inch caliper broadleaf tree or 5-foot-tall coniferous tree if they remove a tree that is already “on site” — or planted on private property and city-owned property, not including the public right-of-way.
