Portland woman charged after allegedly whipping federal officer ‘around by the hair’

PORTLAND, Ore. (KOIN) – A Portland woman is facing additional charges for allegedly assaulting federal officers in two separate incidents, the U.S. Attorney’s Office for the District of Oregon announced.

Authorities said 46-year-old Julie Winters of Portland made her first federal court appearance on Thursday after being charged with assaulting a federal officer and resisting arrest.

According to court documents, on August 20, Winters “became hostile” when deputies from the U.S. Marshals Service tried to arrest her for violating conditions of her pretrial release for an earlier charge of assaulting a federal law enforcement officer.
