The city of Portland announced it will issue a land use violation to U.S. Immigration and Customs Enforcement for its misuse of a building in the city, citing a breach of occupancy regulations. According to Portland Mayor Keith Wilson, “U.S. Immigration and Customs Enforcement made clear detention limitation commitments to our community, and we believe they broke those policies more than two dozen times.”
