PORTLAND, Ore. Police arrested two men Sunday night during ongoing protest activity in Portland’s South Waterfront.
The department activated an Incident Command Team on the evening of Oct. 5, deploying a Crowd Management Incident Commander along with Dialogue Liaison Officers, Bike Squad members, the Rapid Response Team, and a sound truck to manage the demonstration.
