PORTLAND Ore. (KPTV) – The Oregon Department of Human Services is searching for a missing 13-year-old foster child who was last seen in Portland on Oct. 2.
ODHS says 13-year-old Chayton Owings, 13, is suspected to be in the outlying areas of the Portland metro and is known to frequent forest areas.
Owings is described as 4′9″ and 94 pounds with brown hair and blue gray eyes.
