PORTLAND, Ore. — Portland’s Lovejoy Fountain Park in downtown was seen Wednesday morning overflowing with mounds of soapy bubbles spilling over onto the sidewalk.
It’s not some fountain cleaning gone awry, the Portland Parks & Recreation said. It’s clear that it’s more of a devilish elementary school-style prank and vandalism.
