Police Monitor South Waterfront Protest; One Arrested, Bringing Local Total to 67

On Saturday evening, November 8, 2025, the Portland Police Bureau (PPB) monitored protest activity in the South Waterfront area. The PPB activated its Incident Management Team, led by a Crowd Management Incident Commander.

Specialized units, including the Rapid Response Team and officers identified by white shirts, were deployed to communicate with demonstrators and make arrests if needed.

During the protest, Travis W. Juhr, 41, was arrested and booked into the Multnomah County Detention Center on a charge of Criminal Mischief in the Third Degree. This arrest brings the total number of arrests related to protests in the South Waterfront to 67 as of this date…
