‘I messed up big time’: Portland man apologizes for killing acquaintance in drug sharing snafu

A man who became unreasonably enraged with two acquaintances who shared drugs with him pleaded guilty last month to fatally shooting one of the men and wounding the other.

Estavan Ramirez, also spelled Estabon in court papers, pleaded guilty Oct. 30 to first-degree manslaughter in the Sept. 10, 2024 killing of Anthony Garland outside the Louisa Flowers Apartments.

The building, owned by Home Forward, has been marred by violence before. A 25-year-old man was found shot dead outside the building in September, while a double shooting was reported inside on Christmas morning in 2020 that left one dead and another injured…
