PORTLAND, Ore. (KATU) — Multnomah County commissioners and Portland city councilors held a joint work session Thursday to discuss updates to the Homelessness Action Response Plan (HRAP).
The HRAP is a result of the Homeless Response System (HRS) that was created in summer 2024 by an Intergovernmental Agreement (IGA) between the county and the city to respond to the homeless crisis. The plan is essentially a roadmap on how to provide safer options for homeless individuals and to improve the systems that are already in place.
According to HRS, despite being on track to exceed the current HRAP goal to shelter and house more than 18,650 by the end of 2025, the number of people entering homelessness each month continues to be higher than the number of people exiting homelessness…
