PORTLAND, Ore. (KOIN) — Federal immigration officers recently detained a 24-year-old man in Beaverton during what they said were random license plate checks.
Court records show the man, identified only as “J.Y.L.C.”, was born in Guatemala but came to the U.S. as a 16-year-old who was fleeing gang violence. He filed an application for asylum and has a hearing regarding the claim next month.

But on the morning of Nov. 8, he was pulled over and detained by federal agents who had been checking license plates.
The officers told the judge they were “randomly running the license plates of vehicles traveling around them and the names and dates of birth of the registered owners of those vehicles through DHS systems to determine if the registered owner was in the United States unlawfully,” according to court records…
