Jamaican man indicted after Washington woman loses $800K in lottery scam

PORTLAND, Ore. (KOIN) – A man from Jamaica was indicted Wednesday for allegedly scamming an elderly Vancouver, Washington woman out of more than $800,000, authorities announced.

Officials said 34-year-old Roshard Andrew Carty was ordered detained pending his trial date in late December — facing four counts of wire fraud and four counts of mail fraud as part of the lottery scheme.

Carty was arrested in Jamaica August 21, before he was extradited to Washington and arraigned in late October.

According to authorities, Carty first contacted the 73-year-old victim in 2020 and convinced her to send him $800,000 in taxes and fees over time in order to claim a $22 million prize from Publishers Clearing House…
