PORTLAND, Ore. — A new report shows fewer than two people per day visited the Multnomah County deflection center in its first year.
The center was created so people in possession of drugs could get treatment, rather than going to jail. Across the state of Oregon, counties added programs like Multnomah County’s deflection center, after the state recriminalized illegal drug use last year.
