On the evening of December 3, 2025, officers from the Portland Police Bureau’s Focused Intervention Team (FIT) conducted a traffic stop near Southeast 82nd Avenue and Southeast Foster Road. The stop was made after a vehicle changed lanes without signaling. During the stop, officers found that the driver, Abdikadir H. Hussein, 28, did not have proof of insurance. The vehicle was towed, and officers conducted an inventory search.
During the search, officers found a firearm with an extended magazine under the passenger seat. Both Hussein and his passenger, Ali I.
