PORTLAND, Ore. — Two encounters between federal agents and Vancouver men, one involving a K-9 and another in which a man said his leg was run over, are fueling growing concerns about how federal use-of-force incidents are reviewed and whether the public will ever learn what happened.
In both cases, cell phone video captured only fragments of the encounters. Families said the clips show excessive force, while federal officials said the actions were justified. What happens next depends on a federal investigative process that is often lengthy, opaque and rarely explained.
