PORTLAND, Ore. — The city of Portland on Tuesday announced the appointment of Dr. Ting Lu as its first director of public utilities, unifying leadership of the city’s water and environmental services bureaus for the first time.
Lu will oversee both the Portland Water Bureau and the Bureau of Environmental Services starting Jan. 2, leading a combined workforce of more than 1,200 employees with an annual budget exceeding $1 billion, according to the city.
