PORTLAND, Ore. (KATU) — The Portland City Council voted 9-3 on a resolution to adopt an updated Homelessness Response System Action Plan (HRAP) and new Key Performance Indicators (KPIs) Wednesday night.
The HRAP was developed through the city and Multnomah County’s joint Homeless Response System (HRS), created in summer 2024 to respond to the homeless crisis.
