PORTLAND, Ore. (KOIN) – A man is in custody for murder in Hillsboro after officers found a dead man with a gunshot wound in the driver’s seat of a car on Saturday, according to police.
Oscar Ruiz-Santiago, 32, faces charges of second-degree murder, unlawful use of a weapon, felon in possession of a weapon, and a parole violation.
