Arcadia Paper Mills, LLC has completed the acquisition of the former Boise paper mill located at 1300 Kaster Road in St. Helens, following a purchase agreement with the City of St. Helens. The transaction represents the initial phase of a broader investment plan aimed at reactivating the industrial property and restoring manufacturing employment in the local community.
Based in St. Helens, Oregon, Arcadia Paper Mills, LLC plans to manufacture paper towels and napkins at the facility, relying on a workforce hired from the local area. The company has already employed 15 local workers to carry out repairs and restart the mill’s infrastructure.
The City of St. Helens began working with Arcadia Paper Mills, LLC to facilitate the sale of the mill property as part of its broader efforts to revitalize the local industrial base. The company was established by a group of investors and industry professionals with the objective of acquiring and reactivating the paper mill. Craig Allen, former mill manager and head of tissue paper operations during the 1990s, collaborated with investors and former employees to complete due diligence and assemble the restart team.
