Portland City Council ousts police oversight member who refused to sign ‘sweeping’ NDA

Portland City Council on Wednesday voted to remove a man from a new police oversight board for refusing to sign a nondisclosure agreement that he alleged blocked important information from the public. Council also voted to keep a member who city administrators accused of bias against police.

City staff said police oversight board alternate Bob Weinstein failed to sign the nondisclosure and confidentiality agreement required of members on the Community Board for Police Accountability, which will investigate all officer misconduct complaints against Portland police and impose discipline.

City staff also alleged board members Charlie Michelle-Westley and Schuyler Hugh Halsey showed a “demonstrated bias against police” on social media and suggested council remove them from the 21-member board.
