NE Glisan Parking Lot Gunfire Ends With Brothers In Cuffs, Guns Pulled From Safe

What began as a burst of gunfire in a Northeast Portland parking lot ended with two brothers in handcuffs and a pair of guns pulled from a safe, according to police. Officers say a non-injury shooting last Sunday in the 15700 block of Northeast Glisan Street left roughly 32 shell casings scattered across the scene and ultimately led investigators to a locked safe that held two firearms believed to have been used.

How Police Say It Unfolded

In a press release via Portland Police Bureau, officers said the gunfire was reported in a parking lot on the 15700 block of NE Glisan. When investigators combed the area, they say they found about 32 spent shell casings in two different calibers.

According to the bureau, two men who identified themselves as brothers told officers they had been firing into the air and into the ground. After the shots, police say the pair walked into a nearby smoke shop, where they surrendered to responding officers without further incident.

City Law And Firearms Rules

Portland city code makes it unlawful in most cases to fire a gun inside city limits, something that loomed large over this case. The rule, laid out in PCC 14A.60.020, includes narrow exceptions for shooting ranges, authorized blank fire and police duties. That framework is part of why investigators treated the volley of rounds on NE Glisan as a criminal discharge instead of anything permitted under city rules.

Arrests, Evidence And Next Steps

The bureau identified the two suspects as 23-year-old Amritpal Singh and 28-year-old Jaganveer Singh, both of Beaverton. According to the press release, they were booked into the Multnomah County Detention Center on counts that include unlawful discharge of a firearm in city limits and recklessly endangering another person.

During the investigation, police say they seized a locked safe at a residence after obtaining consent to search. That initial consent search did not turn up any guns, according to the bureau. An officer then applied for a warrant, and after a judge granted it, the Special Emergency Reaction Team breached the safe on Feb. 19…
