PORTLAND, Ore. (KOIN) — At a time when the city of Portland is facing a possible $169 million budget deficit, the city hasfound more than $100 million dollars in unspent housing funds.
City councilors found out about the first $21 million in November, and the numbers kept adding up to what is now $106 million.
