There was a note of hope when a builder applied last spring to construct some 150 apartments at Southeast 14th Avenue and Burnside Street.
The city had previously issued a building permit for the Buckman site, but the developer abandoned that plan because of high construction, borrowing and permitting costs.
And yet, a new day seemed to be dawning at 1336 E. Burnside St. By summer, the City Council would approve a three-year pause on development fees for projects just like this…
