Rape suspect arrested months after removing ankle monitor, fleeing before trial

VANCOUVER, Wash. — A rape suspect who cut off his ankle monitor and skipped out on his court date has been arrested after five months of searching.

Clackamas County Sheriff’s Office and the U.S. Marshals Service arrested Todd R. Hubbard on Wednesday, the agencies confirmed. Officials did not elaborate on how he was found.

Last October, Vancouver authorities put out a call to the public to help locate Hubbard, who was scheduled to appear in court to plead guilty. As part of Hubbard’s pre-trial release conditions, he had been ordered to wear a GPS ankle monitor…
