PORTLAND, Ore. (KOIN) – Heavy rain is causing floods and downed power lines in the Pacific Northwest as a moderate atmospheric river makes its way through the region on Thursday.
The National Weather Service has issued a Flood Warning for parts of Multnomah County until 2 p.m. Thursday, and a broader Flood Watch will stay in place across northwest Oregon through Friday night.
