Lawsuit filed against Pearl District homeless shelter over neighborhood conditions

PORTLAND Ore. (KPTV) – A Pearl District apartment complex landlord has filed a lawsuit against the City of Portland and the Salvation Army, less than a month after filing a tort claim over a nearby homeless shelter.

The ORO Apartments complex sits next to the 200-bed overnight shelter on Northwest Northrup Street.
