PORTLAND, Ore. (KATU) — Police officers arrested a man on Wednesday who they said shot and wounded someone in an apartment complex on Sunday.
The wounded man told police he was leaning out of his apartment unit’s window and tossing a key down to a friend, when he was shot in the arm.
