Oregon Health Authority cracks down on tattoo artists using numbing agents

PORTLAND, Ore. (KOIN) — Oregon tattoo artists can no longer apply topical numbing agents to their customers.

In a practice clarification notice issued March 25, the Oregon Health Authority’s Health Licensing Office wrote that the administration of topical anesthesia is not within the scope of practice of a licensed tattoo artist.

In other words, tattoo shops and medical spas that offer cosmetic tattoos, such as eyebrow microblading, can no longer apply solutions like lidocaine spray to customers to ease their pain.

The notice goes on to state that a licensed tattoo artist who applies topical anesthesia or administers other pain medication to a client can face sanctions, including civil penalties, suspension or revocation of their license…
