Operation Yellow Card, a multi-agency federal effort targeting child trafficking in advance of the FIFA World Cup, has been active in Massachusetts since April 2026 and has already helped recover 35 high-risk missing children. The FBI Boston Child Exploitation–Human Trafficking Task Force made 7 arrests in Emma’s possible travel corridor (including New Bedford) between June 12–16, shortly before she went missing. Fall River and the southeastern Massachusetts routes she may be on are part of a known active trafficking network.
