(WJAR) – The City of New Bedford is tackling is one of its biggest problems, homelessness, and studying ways to get people off of the street. “People think people are homeless because of addiction, but there is a wide range of problems,” said Robert Hughes, who is the director of House of Hope, a homeless shelter in New Bedford.
