On a Zoom call the previous Friday morning with roughly 200 nonprofit and community organization leaders — many of them longtime partners who help victims of shootings, domestic violence, sexual assault and other trauma — the director of the state Office of Victim Services, or OVS, said she was “heartbroken” to deliver news she feared would devastate programs across New York.
Then, holding back tears, Hanson told the group that the three-year grants they had been awarded just weeks earlier were being canceled…
