A person inside a home in east Raleigh used the Text-to-911 system Tuesday to contact emergency responders during a hostage situation that ended with a man being taken into custody, according to police and court documents.
Police surrounded the home for hours after a man allegedly threatened a woman and held children inside, authorities said.
